The Northeast Mississippi Community College, Prentiss County, Mississippi, will receive bids for the NE BID# 1063 Sidewalk & Lighting Improvements along North Second Street (North of Cunningham Blvd.), Veterans Drive (North 2nd to College St.), and North College Street (Veterans Drive to Cunningham Blvd Ext.) for a total project length of 0.34 miles, Federal Aid Project No. STP-0055-00(039) LPA/108044-701000 no later than 10:00 a.m., Local Time, May 4, 2021, at the Northeast Mississippi Community College located at the Board Room located at Room 201 Ramsey Hall, 101 Cunningham Boulevard, Booneville, MS 38829. All bids so received will be publicly opened and read aloud. The work shall consist essentially of the following items:

Construct sidewalk, lighting, and crosswalk improvements more particular along north Second Street (north of Cunningham Blvd.), Veterans Drive (North 2nd to College St.), and North College Street (Veterans Drive to Cunningham Blvd Ext.).
The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.
A Pre-Bid Conference to discuss the plans, specifications and contract requirements will be held at 10:00 a.m., Local Time, April 14, 2021 at the Cook Coggin Engineer’s office located at 701 Foote Street, Corinth, MS 38834. The Pre-Bid Conference is not mandatory, but contractors and suppliers are encouraged to attend.

The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions. The Northeast Mississippi Community College of Prentiss County hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements. The contract Documents are on file and may be examined at the following locations:

1.Northeast Mississippi Community College President’s Office, 212 Ramsey Hall, 101 Cunningham Boulevard, Booneville, MS 38829.

2.Cook Coggin Engineers, Inc., 200 Hotel Street, Booneville, MS 38829.

Each bid shall be accompanied by a Cashier’s check, Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the Northeast Mississippi Community College as bid security. Bidders shall also submit a current financial statement, if requested by the County. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of the contract amount.

The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited with the Board of Trustees, Attention: Bid Acceptance Committee, Northeast Mississippi Community College, 101 Cunningham Blvd, Booneville, MS 38829 or The Office of the President or the Director of Purchasing, Ramsey Hall, at the address just mentioned, prior to the hour and date above designated. No stripped bids will be accepted.

Paper and/or electronic copies may be purchased online from www.cceplanroom.com. Contract Bid Documents, including Plans and Specifications, are issued to potential Bidders from Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804. The non-refundable cost of the Contract Bid Documents (paper copies) is $300.00 for Specifications and Plans. Contract bid documents may also be purchased for electronic download from Plan House Printing and Graphics for an additional fee of $50.00. Registering for a free account at www.cceplanroom.com will enable bidders to order and purchase Contract Bid Documents. A valid e-mail address is required for account registration. Questions regarding website registration and online orders for paper copies shall be directed to Plan House Printing at 662-407-0193.

Bids will be accepted only under the name of the Bidder to whom Contract documents have been issued by Plan House Printing, on behalf of the Engineer, and whose name appears on the official list of Planholders maintained by the Engineer on behalf of Northeast Mississippi Community College.
Work to be performed shall be in accordance with the “Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.

The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
