Separate sealed bids or electronic bids for the construction of 2024 SRF WATER SYSTEM IMPROVEMENTS, CONTRACT 2 WATER SUPPLY WELL, SRF PROJECT NO. DWI-L530006-01-0 will be received by the CLAYTON VILLAGE WATER ASSOCIATION, herein called the “owner” at the office of 13448 MS-182, STARKVILLE, MS 39759 until 10:00 A.M., TUESDAY, DECEMBER 16, 2025 and then at said office publicly opened and read aloud. Electronic bids will be received until the designated date and time via electronic online bid submission through www.cceplanroom.com.
The project will consist of the following approximate bid items/quantities: lump sum mobilization, 1400 GPM production well, and additional production well depth and steel casing allowance of 50 VF and additional production well screen length allowance and 25 VF additional production well lap pipe length allowance. Lump sum values for chemical building, chlorination equipment, chlorine injection pit, phosphate equipment, yard piping, electrical work, SCADA system, stie earthwork (includes crushed stone access road), erosion control and 500 ft. of temporary silt fence and chain link fencing.

A Pre-Bid Conference is scheduled for 10:00 A.M. on TUESDAY, DECEMBER 2, 2025 at the office of CLAYTON VILLAGE WATER ASSOCIATION, 13448 MS-182, STARKVILLE, MS 39759. Although not mandatory, bidders are encouraged to attend. Registering for a free account at www.cceplanroom.com will enable bidders to view and/or order Contract Documents online and/or complete the electronic bidding process. The only requirement for account registration is a valid email address. Questions regarding website registration and online orders shall be directed to Plan House Printing at (662) 407-0193.
Contract Documents are issued to potential Bidders only as paper copies from Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804. Bidders may opt to purchase Contract Documents online at www.cceplanroom.com. All payments for Bid Documents are non-refundable and shall be made payable to Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804.
Each bidder must deposit with this bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. For Bidders submitting bids electronically, the bond submitted must be either a bond issued by the Surety in electronic format or the original hard copy of the bid bond must be submitted to CLAYTON VILLAGE WATER ASSOCIATION, 13448 MS-182, STARKVILLE, MS 39759 (OWNER) prior to bid opening in order for the bid to be valid.
Bids will be accepted only under the name of the Bidder to whom contract documents have been issued by Plan House Printing, on behalf of the Engineer, and whose name appears on the official list of Planholders maintained by Plan House Printing.
Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.
This contract is funded in whole or in part by funds as is established in the Safe Drinking Water Act’s State Revolving Loan Funds (42 U.S.C. 300j-12); therefore, this project must comply with the American Iron and Steel requirements of the Act.
Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Drinking Water Systems Improvements Revolving Loan Fund (DWSIRLF) loan program from the State of Mississippi. Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board nor any of their employees will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi code of 1972, Annotated, as they apply to local governments, in accordance with Appendix D of the DWSIRLF Program Regulations.
