ADVERTISEMENT FOR BIDS

Separate and sealed bids or electronic bids for the construction of CONTRACT B: WATER PRODUCTION WELL MSDH AGREEMENT NO. ARMAI-G-0410042 will be received by the NORTH LEE COUNTY WATER ASSOCIATION until 2:00 P.M., LOCAL TIME ON TUESDAY THE 7TH DAY OF MAY 2024 then publicly opened and read aloud. Sealed bids will be received until the designated date and time at the Cook Coggin Office located at 703 Crossover Road, Tupelo, MS 38801. Electronic bids will be received until the designated date and time via electronic online bid submission through www.cceplanroom.com .

The bid opening will be held at the Cook Coggin Engineers Office, 703 Crossover Road, Tupelo, MS 38801 at 2:00 P.M. local time May 7, 2024. Any bids delivered on the day of the bid opening should be hand delivered at Cook Coggin Engineers Office. The Project consists of the installation of a 250gpm 12”x8” production well (approximately 530ft deep), site work, and all appurtenant items for project completion.

The Plans, Specifications and Contract Documents may be examined at the following locations: NORTH LEE COUNTY WATER ASSOCIATION located at 1004 BIRMINGHAM RIDGE ROAD, SALTILLO, MS 38866 and Cook Coggin Engineers, Inc., 703 Crossover Road, Tupelo, Mississippi 38801.

All payments for Bid Documents are non-refundable and shall be made payable to Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804.

Bids will be accepted only under the name of the Bidder to whom contract documents have been issued by Plan House Printing, on behalf of the Engineer, and whose name appears on the official list of Plan holders maintained by Plan House Printing.

Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs. Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the ARPA Rural Water Associations Infrastructure Grant (RWAIG). Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with RWAIG Program Regulations. Based on the Assistance Listing: Coronavirus State and Local Fiscal Recovery Funds and Part 2 of the US Treasury State and Local Fiscal Recovery Funds Compliance and Reporting Guidance (v3.0 February 2022) (Compliance Guide), the following Uniform Guidance provisions will be required in all contracts:

Each bidder must deposit with this bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. For Bidders submitting bids electronically, the bond submitted must be either a bond issued by the Surety in electronic format or the original hard copy of the bid bond must be submitted to the NORTH LEE COUNTY WATER ASSOCIATION located at 1004 BIRMINGHAM RIDGE ROAD, SALTILLO, MS 38866 prior to bid opening in order for the bid to be valid. No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof. Simultaneously with his delivery of the executed contract, the Contractor shall furnish surety bonds subject to the conditions provided in the Information for Bidders. All applicable laws, ordinances and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract throughout.

Each Bidder is responsible for inspecting the site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to this Bid. A conditional or qualified Bid will not be accepted. Award will be made to the lowest or best responsible, responsive Bidder.

The Owner reserves the right to waive any informality or to reject any or all Bids.
