Separate sealed bids for the construction of WATER SYSTEM IMPROVEMENTS, CONTRACT A: TREATMENT IMPROVEMENTS, CONTRACT B: WATER LINE DISTRIBUTION, CONTRACT C: AMRS MATERIAL, CONTRACT D: AMRS LABOR, will be received by the TOWN OF BELMONT, LOCATED AT 94 MAIN STREET, BELMONT, MS 38827 UNTIL 10:00 AM, THURSDAY, MAY 2, 2024 and then at said office publicly opened and read aloud.

The project will consist of the following approximate items/quantities:

Contract A: Replacement of the existing induced draft aerator with a new, higher capacity induced draft aerator constructed on a separate structural concrete foundation, associated plant piping modifications and additions including the inlet and outlet piping arrangements; and upgrading the chemical systems including replacement of the chlorine gas feeding equipment, modifications and additions to the chlorination system piping to provide operational redundancy and a metered system to feed caustic soda to replace the existing system of feeding hydrated lime with a volumetric feeder; and miscellaneous items of improvements include minor electrical work and water meters (for aerator inlet piping and service pump outlet piping) for monitoring and inventory control.

Contract B: 4,500’ of 6” diameter Water Pipeline; 180’ of 2” diameter through 4” diameter Water Pipeline; 5 Gate Valves & Boxes; 3 Machine Taps (including Valves); 4 Wet Taps (Cut Pipe); all 4” & 6” diameter. Also, 1,580’ of 12” x 0.188” Bored Steel Encasement; 780’ of ¾” Diameter Water Service Line; 450’ of Service Line Bores; and Miscellaneous Items of work including reconnecting and resetting water meters, pipeline identification markers, a non-pumper fire hydrant, ductile iron pipe fittings, connections to small diameter piping, backfill, and erosion control.

Contract C: Automatic Meter Reading System including absolute encoders, drive-by data collectors, software, hardware, training, & installation support; also, 1,050 Meters 5/8” x ¾” size, 6 Meters 1” through 2” size, all with Radio Frequency Meter Interface Units.

Contract D: Installation of approximately 1,056 AMR Water Meters and Miscellaneous Items of Work; also, Meter Box Replacements, Service Line Repairs, and Meter Valve Replacements.

Bidders are hereby advised that they are NOT required to bid on all four (4) contracts and each contract is independent of one another’s performance periods.

Contract Documents are issued to potential Bidders only as paper copies from Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804. Bidders may opt to purchase Contract Documents online at www.cceplanroom.com. All payments for Bid Documents are non-refundable and shall be made payable to Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804.

Bids will be accepted only under the name of the Bidder to whom contract documents have been issued by Plan House Printing, on behalf of the Engineer, and whose name appears on the official list of Plan holders maintained by Plan House Printing.

Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

This project is being supported in whole or in part by the American Rescue Plan Act (ARPA), federal award number 515-2-DW-5.15 awarded to The Town of Belmont Mississippi by the U.S. Department of the Treasury.” Each bidder must deposit with this bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof. Simultaneously with his delivery of the executed contract, the Contractor shall furnish surety bonds subject to the conditions provided in the Information for Bidders. All applicable laws, ordinances and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract throughout. Each Bidder is responsible for inspecting the site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to this Bid. A conditional or qualified Bid will not be accepted. Award will be made to the lowest or best responsible, responsive Bidder.

The Owner reserves the right to waive any informality or to reject any or all Bids.
