Separate and sealed bids or electronic bids for the construction of FACILITY

IMPROVEMENTS CONTRACT B ADDITIONAL TREATMENTS UNITS, will be received by the

NORTHEAST MISSISSIPPI REGIONAL WATER SUPPLY DISTRICT, until 10:00 A.M., LOCAL

TIME, APRIL 19, 2023 and then publicly opened and read aloud. Sealed bids should be

addressed to and either mailed or delivered to the NORTHEAST MISSISSIPPI REGIONAL

WATER SUPPLY DISTRICT, 5590 HWY 178 WEST, FULTON, MS 38843. Electronic bids

will be received until the designated date and time via electronic online bid submission

through www.cceplanroom.com.

The bid opening will be held at the COOK COGGIN ENGINEERS, INC office located 703

Crossover Road, Tupelo, MS 38801 at 10:00 A.M., LOCAL TIME, APRIL 19, 2023. Any

bids delivered on the morning of the bid open should be hand delivered to the Cook Coggin

location listed above.

Bidder agrees to perform all the work for construction of FACILITY IMPROVEMENTS

CONTRACT B – ADDITIONAL TREATMENT UNITS as described in these Contract

Documents and Specifications and as shown on the Drawings for a lump sum deductive

amount.

PART 1:

WEIR COMPLETION – COMPLETE THE PARTIALLY COMPLETED WEIR STRUCTURE,

PIPING AND EXISTING WEIR STRUCTURE RENOVATIONS.

PART 2:

ADDITIONAL TREATMENT UNITS – 18 MGD FLASH MIX, TWO 6 MGD CLARIFIERS, TWO

6MGD FILTERS, PLANT PIPING, RAW WATER LINES, CHEMICAL FEED EQUIPMENT,

ELECTRICAL, INSTRUMENTATION AND CONTROLS, METERING, PUMPING AND ALL

OTHER APPURTENANCES DESIGNATED ON THE PLANS AND WITHIN THE CONTRACT

DOCUMENTS.

A Pre-Bid Conference to discuss the plans, specifications and contract requirements will be

held at 10:00 AM, THE 29TH DAY OF MARCH, 2023 at NORTHEAST MISSISSIPPI REGIONAL

WATER SUPPLY DISTRICT, 5590 HWY 178 WEST, FULTON, MS 38843. The Pre-Bid

Conference is not mandatory, but contractors and suppliers are encouraged to attend.

The Contract Documents may be examined at the following locations: Northeast Mississippi

Regional Water Supply District, 5590 Hwy 178 West, Fulton, MS 38843 [662-862-7045]

and Cook Coggin Engineers, Inc., 703 Crossover Road, Tupelo, Mississippi 38801 [662-842-

7381].

Registering for a free account at www.cceplanroom.com will enable bidders to view and/or

order Contract Documents online and/or complete the electronic bidding process. The only

requirement for account registration is a valid email address. Questions regarding website

registration, online orders and/or electronic bidding shall be directed to Plan House Printing

at (662) 407-0193.

Contract Documents are issued to potential Bidders from Plan House Printing and Graphics,

607 West Main Street, Tupelo, MS 38804. All payments for Bid Documents are nonrefundable

and shall be made payable to Plan House Printing and Graphics, 607 West Main

Street, Tupelo, MS 38804, or completed online.

Bids will be accepted only under the name of the Bidder to whom contract documents have

been issued by Plan House Printing, on behalf of the Engineer, and whose name appears on

the official list of Plan holders maintained by Plan House Printing.

Each bidder must deposit with this bid, security in the amount, form and subject to the

conditions provided in the Information for Bidders. For Bidders submitting bids electronically,

the bond submitted must be either a bond issued by the Surety in electronic format or the

original hard copy of the bid bond must be submitted to the NORTHEAST MISSISSIPPI

REGIONAL WATER SUPPLY DISTRICT, 5590 HWY 178 WEST, FULTON, MS 38843 prior

to bid opening in order for the bid to be valid.

No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof.

Simultaneously with his delivery of the executed contract, the Contractor shall furnish surety

bonds subject to the conditions provided in the Information for Bidders.

All applicable laws, ordinances and the rules and regulations of all authorities having

jurisdiction over construction of the project shall apply to the contract throughout.

Each Bidder is responsible for inspecting the site and for reading and being thoroughly familiar

with the Contract Documents. The failure or omission of any Bidder to do any of the

foregoing shall in no way relieve any Bidder from any obligation in respect to this Bid.

A conditional or qualified Bid will not be accepted. Award will be made to the lowest

responsible, responsive Bidder.

The Owner reserves the right to waive any informality or to reject any or all Bids.
